Yes, you should get a building permit if you are going to add or remodel your home in Merida.
It doesn’t cost much and it may not even require inspection.
There is large number of homes in Centro, which were remodeled without any permits, in some instances architects couldn’t get their design approved by the city and they went ahead with construction anyway, in others people didn’t want to deal with the bureaucracy.
If you get caught constructing without a permit you may get fined, you may also have a problems selling your property. And even in you managed to sell the house without problems, person who bought it from you may run into serious problems later.
I think it is too big of a gamble not to get a permit and it may turn into real disaster later.
