Hi Government will remove your bees if you call them. It happened to us once and they took the bees away. The institution that deals with this is “SAGARP” http://www.sagarpa.gob.mx

Re: How do I get rid of swarm of bees in my yard?
Hi again If you can’t get professional help, there is a less scientific method of geting rid of swarming bees. Mix one full bucket of water with about 2 pounds of laundry detergent or liquid soap and pour it directly on the bees (best at night). Next morning they all will be glued and unable to fly. This tactic is not pretty and involves some risk but is very effective.
