Yes, I just got mine. You can get it in a little building located on the parking lot of Chedraui supermarket across the street from Gran Plaza mall.

Re: Where do you get Mexican Drivers License in Merida? Once you have it, it is very easy to renew. just go to the mall and there is an island that makes official documents: drivers license, birth certificate ( born in Merida), pay city taxes, etc.
